World Cup fans whose StubHub tickets were cancelled or never delivered are seeking refunds and additional compensation after some buyers were left without seats close to kickoff. The dispute has triggered government investigations, arbitration claims and a proposed class-action lawsuit.
The central question is whether returning the ticket price is enough when a failed order also leaves a customer paying for replacement seats, flights, hotels and transportation.
What happened to StubHub World Cup customers?
Fans reported buying tickets months in advance, only to learn near match day that their orders could not be fulfilled. Earlier reports of StubHub cancelling World Cup ticket orders showed how some customers discovered the problem after arranging travel or reaching the host city.
Jeff Ripley of Spokane, Washington, paid more than $4,600 in December for three tickets to a United States match in Seattle. His order was cancelled close to the game, and he is pursuing arbitration for more than the basic refund.
California resident Julia Reeker Moghal allegedly paid $1,905 for three tickets to a Switzerland–Bosnia and Herzegovina match but did not receive usable seats. Reuben Renteria paid $2,294 for two Mexico–South Korea tickets. His order was cancelled near match day, and he says the eventual refund did not cover his travel losses.
Why were ticket orders not fulfilled?
One concern is speculative or “ghost” ticketing, where a reseller lists tickets before obtaining or controlling them. The seller expects to secure the seats later, but the order can fail if the tickets become unavailable or prices rise.
Fans could reduce third-party resale risks by using FIFA’s official channels when seats were available. The final World Cup ticket-sales phase offered another opportunity to buy directly, although demand limited availability.
StubHub has attributed at least some problems to FIFA’s digital ticket-transfer system. FIFA has said it does not control transactions conducted through third-party marketplaces. Investigators must determine whether the failures involved transfer difficulties, speculative listings or other causes.
What does FanProtect cover?
StubHub says its FanProtect Guarantee provides valid tickets in time for an event. If an order fails, the company may offer comparable or better replacements or refund the purchase price.
StubHub determines whether replacement seats are comparable based on price, location and availability. If suitable alternatives cannot be found, a buyer may receive only a refund despite having incurred travel expenses.
The advertised 120% credit applies when an event itself is cancelled and not rescheduled. It does not automatically apply when an individual ticket order is cancelled but the match proceeds.
Can fans claim travel costs and damages?
Customers can request refunds for undelivered tickets, but recovering airfare, hotels, transportation, replacement seats, lost time or other damages is more difficult. StubHub’s contractual terms may limit its liability beyond the ticket purchase.
Lawyer Brad Clements told CBC News that customers seeking additional compensation can face a demanding arbitration process. Arbitration is handled outside court by a private decision-maker, and the time involved may discourage smaller claims.
The outcome depends on StubHub’s terms, applicable consumer laws and evidence linking the failed transaction to the customer’s losses.
Why are buyers asking for interest?
Ripley argues that StubHub held his payment for months and could earn interest before returning it. StubHub reportedly disclosed $41 million in interest income for the period discussed in its November 2025 earnings report.
That company-wide figure does not show how much came from money associated with cancelled orders. However, it has raised questions about whether a marketplace should retain the financial benefit of holding payments when tickets are never supplied.
StubHub reportedly facilitated approximately $9.2 billion in global ticket transactions during the previous year, making the handling of customer funds a significant part of the controversy.

Does StubHub make money from failed sales?
StubHub’s seller policy says a reseller responsible for a dropped sale may be charged the greater of 100% of the ticket’s sale price or StubHub’s full cost of resolving the failure.
The company says these penalties cover expenses and discourage invalid listings. Band manager Randy Nichols argues that StubHub could collect money from a seller after refunding the buyer, even though the company never owned the ticket.
The policy does not prove StubHub profits from every failed order. The financial result depends on refund costs, replacement seats, processing expenses and whether the seller penalty is collected.
Investigations and class-action lawsuit
Consumer Protection BC is investigating complaints from customers who purchased World Cup tickets through StubHub but did not receive them. The regulator is examining whether provincial consumer laws were broken.
The Texas attorney general has opened a separate investigation following dozens of complaints. Moghal and Renteria have also filed a proposed class action in New York federal court alleging misleading sales practices and seeking at least $5 million.
The allegations have not been proven. A judge must also decide whether the case qualifies to proceed as a class action.
What affected customers should do
There is no general claim form simply because a proposed class action has been filed. If a class is certified, eligible customers would normally receive an official notice explaining their options.
Buyers should preserve the listing, order confirmation, delivery deadline, cancellation notice, customer-service messages and receipts for replacement tickets or non-refundable travel.
Customers should request written confirmation of any refund or replacement. Before accepting platform credit, they should check its restrictions and whether it affects another remedy. Unresolved complaints may also be reported to a state attorney general, provincial consumer regulator or payment provider.
