Manchester City Found Guilty on 114 Charges as Sanction Decision Awaits, Reports Say

Manchester City have reportedly been found guilty on 114 of the 115 charges brought against them over alleged breaches of Premier League financial rules, pushing one of English football’s biggest regulatory battles towards a potentially decisive stage. The Athletic reported the 114 findings on September 25, while BBC Sport separately reported that sources said City had been found guilty of the majority of the breaches.

But the final whistle has not sounded on the case. No sanction has been announced, City say the Premier League process remains ongoing, and the club are expected to appeal if the findings go against them.

Man City respond as verdict reports emerge

Manchester City have not publicly confirmed the reported 114 guilty findings.

The club said the Premier League process “remains ongoing,” with significant elements still to be completed and the proceedings subject to strict confidentiality. City have consistently denied wrongdoing and previously said they had a comprehensive body of evidence supporting their position.

The Premier League declined to comment on the initial reports.

The 115 charges go far beyond one financial rule

The headline number covers five groups of alleged breaches spanning several seasons.

  • 54 charges: alleged failure to provide accurate financial information from 2009-10 to 2017-18.
  • 14 charges: alleged failure to provide accurate details of player and manager payments.
  • 5 charges: alleged failure to comply with UEFA rules, including Financial Fair Play.
  • 7 charges: alleged breaches of Premier League profitability and sustainability rules.
  • 35 charges: alleged failure to cooperate with the Premier League investigation from December 2018 to February 2023.

The Premier League formally charged City in February 2023 following a four-year investigation. The independent commission hearing began behind closed doors in September 2024 and lasted around 10 weeks.

Points deduction, relegation and titles remain unresolved

The biggest question for football fans is now what happens to Manchester City on the pitch.

No points deduction, relegation or removal of trophies has been announced. The Premier League’s disciplinary guidance explains that independent commissions can impose sanctions including fines, points deductions and other sporting penalties, with an appeal process also available.

Reporting on the applicable rules has also raised the possibility of expulsion from the Premier League. However, that remains a possible sanction rather than City’s confirmed punishment.

The timing could be significant for the 2026-27 season. City had started the campaign with five league wins from five and were top of the table at the time of The Athletic’s report.

Interest will also extend to City’s previous honours, but reports that titles have already been stripped would be premature. City’s recent domestic success has included high-profile occasions such as the Manchester City parade in 2026.

City’s previous UEFA case was different

City faced a separate UEFA Financial Fair Play case in 2020 and were initially handed a two-year European ban and €30 million fine.

The Court of Arbitration for Sport later overturned the ban after finding some allegations were not established and others were time-barred. City were still fined for failing to cooperate with UEFA investigators.

That case should not be confused with the current Premier League proceedings.

Appeal could extend City’s legal battle

Reports indicate Manchester City are expected to appeal an adverse outcome, meaning even the announcement of a sanction may not immediately settle the club’s future.

The case also arrives during a new football era at the Etihad. Pep Guardiola has left after a decade in charge, with Enzo Maresca taking over, while City continue competing at the top end of English football. Their battles with major rivals remain central to the season, including recent Liverpool versus Manchester City Premier League action.

For supporters, three stages now matter: the reported guilty findings, the sanction decision and any appeal. Until the commission’s findings and punishment are formally published, specific claims about relegation, a points total being deducted or trophies being removed remain unconfirmed.
