Canada’s immigration system is facing a rapidly evolving challenge as artificial intelligence begins to reshape how asylum and immigration applications are prepared—and in some cases, manipulated. Authorities have confirmed a rise in applications containing AI-generated false details, prompting concerns about fraud, system pressure, and growing oversight gaps.
Officials from Immigration, Refugees and Citizenship Canada (IRCC) and the Immigration and Refugee Board (IRB) say they are increasingly seeing submissions that include fabricated personal histories, non-existent legal citations, and altered supporting documents. These AI-assisted filings often appear highly detailed, making them harder to assess despite containing misleading or false information.
AI-generated submissions creating new system pressure
The IRB has observed that many appeal documents are becoming longer, but not necessarily stronger. Some include references to legal precedents that do not exist or are inaccurately applied, forcing officers to spend additional time verifying claims and slowing down the process.
This growing complexity is adding strain to an already burdened system, where thousands of refugee claims are processed—many based solely on written documentation without oral hearings.
Fraud risks tied to wider system concerns
The issue comes amid broader scrutiny of Canada’s immigration oversight. A recent report from the Auditor-General criticized IRCC for failing to investigate more than 149,000 international students flagged for not complying with study permit conditions, highlighting significant weaknesses in anti-fraud controls.
This raises concerns that AI-generated fraud could exploit existing gaps, making detection even more difficult if systemic checks are not strengthened.
Strict penalties and active investigations
Authorities have warned that any confirmed misrepresentation—including fake documents or fabricated claims—can lead to a five-year ban from entering Canada. Enforcement agencies are actively investigating suspected fraud cases across immigration streams.
Officials have deliberately avoided revealing specific examples of AI misuse, aiming to prevent individuals from adapting their tactics to bypass detection.
Experts warn of AI replacing “ghost consultants”
Immigration lawyers say AI could become the new version of so-called ghost consultants—individuals who previously created fictional asylum narratives for applicants. With AI tools now capable of generating detailed persecution stories instantly, the barrier to committing fraud has dropped significantly.
This shift raises concern that a small number of applicants may attempt to exploit the system using convincing but entirely artificial narratives.
Canada deploys AI to detect fraud
In response, Canadian authorities are also using AI technologies to identify suspicious patterns. These tools can detect inconsistencies in applications, flag altered documents, and analyze irregular travel histories that may contradict a claimant’s stated origin.

The IRB is also expanding its internal use of AI to streamline operations. Current tools include speech-to-text transcription for hearings and AI-assisted summaries of legal decisions, which are reviewed by legal professionals before use.
Looking ahead, the tribunal’s 2026–27 plan includes new tools aimed at faster file preparation, improved scheduling, and more efficient case handling. Staff are also undergoing mandatory AI training to better manage emerging risks and technologies.
These changes are designed to improve productivity without replacing human judgment, ensuring that decisions remain fair and evidence-based.
Human hearings seen as key safeguard
As AI-generated applications become more sophisticated, experts stress that oral hearings are increasingly important. These allow decision-makers to test credibility directly, ask targeted questions, and identify inconsistencies that may not be visible in written submissions.
The growing use of AI in both fraud and detection reflects a deeper shift in how immigration systems operate—where technology is becoming both a risk and a critical tool in maintaining trust and fairness.
